After the metal shortage of 1944, Virginia started issuing metal tags in 1945, and they were a white background with raised black numbers/letters on them. This one is a lower number tag, with a single digit on the left, then three digits on the right. Over the years the white paint has chipped off, as has the paint on the black numbers and letters. It looks like a hole in each corner has been added, as only the oblong holes are factory. The center of the tag has a slight bow in in the middle, and it has some slight surface rust on the bottom and the left side. Great candidate for restoration, or just to add to your license plate collection. 19125-TQ
